Policy change happens in a political context, and news coverage helps to define what’s politically possible. That’s a challenge for child welfare advocates, because popular news coverage tends to portray child welfare as a tragic failure. Changing that begins with changing our own message, and SPARC has been piloting a message narrative to change the conversation.
